TEN MOST FREQUENTLY ASKED BUILDING QUESTIONS

  1. Do I need a building permit to construct, modify or demolish a building in the City of Carlin?
  2. Yes, with certain exceptions. If in doubt, the City Engineer can assist you.

  3. Does a set of plans stamped and signed by an engineer, architect, registered interior designer or landscape architect registered in a state other than Nevada meet the requirements for a design professional in Nevada?
  4. No. Only design professionals currently registered in Nevada may submit plans to a building department.

  5. May a Nevada registered architect, residential designer, registered interior designer or landscape architect overstamp documents prepared and stamped by an out-of-state architect, interior designer or landscape architect for submittal in Nevada?
  6. No. A Nevada registered architect, residential designer, registered interior designer or landscape architect may only stamp design documents prepared by him/her or under his/her direct supervision.

  7. May a Nevada licensed contractor prepare and submit his/her own plans to a building department without engaging a design professional?

Yes, with conditions. A Nevada licensed contractor (building, plumbing, mechanical, etc.) may prepare and submit plans within his/her license discipline to a building department for his/her own construction activities when all of the following are met:

    1. The project is of a generally small and simple nature and designed within the prescriptive standards of the applicable codes.
    2. The plans cover only that area for which he/she is licensed (e.g., plumbers may not prepare electrical plans, etc.).
    3. The plans are prepared only for that project upon which he/she is the sole legal contractor for the area of work for which the plans are intended.
    4. The plans demonstrate a level of technical competence expected from a registered design professional.
    5. The plans are signed by the licensee.
  1. May a contractor or home owner/builder submit mail order plans or plans prepared by others and comply with Nevada law?
  2. No.

  3. May any general building contractor or owner hire unlicensed individuals to do sub-contractual work?
  4. No. All sub-contractors must be licensed contractors with the State of Nevada at the time the work is bid and the work is performed.

  5. If a homeowner obtains a building permit under the owner-builder exemption can he/she then hire a contractor to perform the construction activity?
  6. Yes, if the contractor is properly licensed in Nevada to perform the work. Hiring a non-licensed contractor would be considered aiding the contractor to circumvent state licensing laws.

  7. May a contractor prepare plans and then have the owner obtain the building permit under the owner-builder exemption?
  8. No. The contractor must apply for a permit under his own exemption, thereby attesting that he/she is properly licensed for the work.

  9. Can an owner-builder prepare plans for a duplex residential occupancy structure?
  10. No. He/she may only prepare plans for a single-family dwelling which he/she himself/herself plans to own and occupy for at least a year. A duplex clearly implies that at least one unit will be a rental or sales property.

  11. Is it legal for the owner of a commercial building or his representative to perform the services of an architect, registered interior designer, engineer, landscape architect or contractor for work on that building without the benefit of licensure under NRS 623, 623A, 624 or 625?

No.

 

Building Requirements:

When starting a new building project, the City requires two sets of plans be submitted to the Building Department/City Engineer to be examined to verify compliance with the code. The application for a building permit is completed and retained in our office. The valuation of the project determines the cost of the building permit. Electrical, mechanical, water and sewer charges are determined according to the scope of the project and calculated accordingly. There is fifty-dollar ($50.00) fee at the time of submitting an application, which will be incorporated into the building permit fee.

Development Requirements

Property development within the City of Carlin is, like all communities within Northern Nevada, the responsibility of the property owner. The City of Carlin does have a building permit program, which requires adherence to the latest copies of the Uniform Building Code, the Uniform Plumbing Code, the Uniform Mechanical Code, the National Electric Code, etc… The following are requirements of these codes, which are unique to the City of Carlin:

Curb, Gutter & Sidewalk Regulations

The City of Carlin requires the installation of curb, gutter and sidewalk, when a building permit is obtained and the permit value exceeds $10,000. All new construction requires the installation of curb, gutter and sidewalk with no exceptions given.

Zoning Districts

High Density Residence

To comprise both single-family and two-family dwellings, where such development is desirable. It is further intended for multi-family residential dwellings through the "conditional use permit" process; and the accommodation of public or quasi-public institutional uses either outright or through the "Special use Permit" process.

Medium Density Residence

To comprise both single-family and two-family residential dwellings where such development is desirable. It is also intended to allow multi-family through the "conditional use permit" process.

Rural Residence and Farming

This district is intended to comprise a transition area from higher density use to unincorporated areas and/or where constraints will not allow more dense use.

General Commercial

This district is intended to comprise all retail and service activities. It is further intended for other commercial uses customarily found in a commercial area with these uses being required to proceed through the "conditional use permit" process.

Limited Commercial

This district is intended to comprise all commercial uses customarily found in a commercial area, including but not limited to retail and service activities, office buildings, public and quasi-public land uses.

Light Industrial

To comprise all industrial uses of manufactured products relating to building materials, equipment, machinery, earthen products or salvage.

General Light Industrial

This district is intended to comprise all industrial uses of manufactured products relating to building materials, equipment, machinery, earthen products, railroad transportation or salvage.

Medium Manufacturing

This district is intended to comprise industrial uses where more intense manufacturing is required.

Mobile Home Parks and Residential Mobile Home Districts

RMH-1

Areas suitable for development, placement and occupancy of mobile homes, including recreational vehicles, for residential purposes on rented or leased sites in mobile home parks, or mobile homes, excluding recreational vehicles, on rented, leased or individually owned lost in RMH-1 zoned areas.

RMH-2

Areas suitable for development, placement, and occupancy of mobile home containing not less than five hundred eighty (580) square feet of useable living area for residential purposes on individually owned lots in Residential Mobile Home Districts.

RMH-3

Areas suitable for development, placement, and occupancy of mobile homes containing not less than one thousand two hundred (1,200) square feet of useable living area for residential purposes on individually owned lots in Residential Mobile Home Zoned Districts.
